Grandma claims to want to know Grandchild but doesn't ever want to spend time with her. Wonders why....?

No offense, but your mom sounds out of line. It is her responsibility to get to know the child as she is the grown up. It sounds like she is trying to blame her insecurities with the child on the child by saying asking why the child doesn't like her and saying that she wants to spend time but doesn't. I would be upfront with her and say if you want to spend time with her, please do so. But stop saying you want to spend time and not doing it.
